Cezar Busatto

Cezar Busatto is married, father of twins, Leonardo and Carlos Ernesto, born in Veranópolis city and an Economist from the Federal University of Rio Grande do Sul (UFRGS). He is a retired State Treasury Fiscal Agent and has a Master of Political Economics from Universidad Nacional Autónoma de México. He was leader of student representation entites during high school and college. Elected three times as a State Deputy of Rio Grande do Sul, he served in the State Government as Special Secretary of the Government, when he coordinated the management of government priority projects and as Finance Secretary, when coordinated the renegotiation of the public debt of Rio Grande do Sul along with the Federal Government, and the projects Paguei, Quero Nota (I paid, I want invoice) e Mãos Dadas (Holding hands). He also was Chief of Staff of the State of Rio Grande do Sul Government. In the municipality of Santa Maria, he was Secretary for Economic Development, Innovation and Strategic Projects. Mr. Busatto is currently the head of the Secretariat for Local Governance of Porto Alegre and introduced to the city’s model of strategic management the concept and pratice of Solidary Local Governance. He was the author of the law that enables the Social Responsibility Award of the Legislative Assembly, chaired the Public Sector Special Commission on Social Responsibility and coordinated the initiative of the Legislature branch called Pact for Rio Grande. He has dozens of articles and several books published, including: Anjos Anônimos (Anonymous angels); Responsabilidade Social, Revolução do Nosso Tempo (Social Responsibility, Revolution of our Time); A Era dos Vaga-lumes, o Florescer de uma Nova Cultura Política (The age of Fireflies, the blossom of a New Political Culture); O Pacto pelo Rio Grande (The Pact for Rio Grande); Um Voluntário na Campanha de Obama (A volunteer in Obama’s Presidential campaign). He is a Global Advisor of the UN Global Compact Cities – GCC, member of the World Council of the nongovernmental organization Global Urban Development – GUD and Chief Resilience Officer – CRO at the City Hall of Porto Alegre at the program 100 Resilient Cities of the Rockefeller Foundation.
